So pvc enclosures are a big thing with reptiles could it be done for fish? I was thinking screw the boards together and then silicone it. It might make an inexpensive mini pond or aquarium if you add a glass panel

I can't view the link, but I would be dubious as to how well silicone would hold plastic together like that. I have tried making plant pots from similar material but it isn't easy due to the poor bonding of the plastic to most glues. I imagine it wouldn't take the weight as well as glass does, it may be neat for little desk-pond type things though if it is able to be bonded.

I used to work for a boat manufacturer we used a special two part epoxy to bond the pvc sheets to build things like the console areas and seat backs.
Seemed to be similar to acrylic bonding.
The pvc would break before the bonded seam.
I would say it may be possible to build smaller aquarium but larger ones will definitely need some reinforcement the pvc board that I’ve had experience with is pretty flexible.
We had sheets up 1 inch thick.
3/4 and 1 inch were pretty stiff 1/2 inch not so much.

We use a lot of PVC conduit in the electrical trade and it is bonded together using a solvent cement. And aren't all you guys who use sump construction as an excuse to build fancy PVC projects also using solvent cement? For sure, the times I have experimented with it, silicone has not adhered very well to PVC, not even remotely approaching the adhesive bond of silicone to glass.

You can plastic weld flexible & rigid PVC easily with heat. Google can explain far better than I.
