I want to buy a brute trash can to do water changes with. If I were to buy one from craigslist, are there any precautions/measures I could take to ensure that the can is safe/clean enough for aquarium use?
I know that plastic is porous and holds chemicals, but is there any kind of soak method or something that would counteract this?

I wouldn't use a used trash can from craigslist to put trash in, much less to hold water to put in my tanks. Is this really your best option?
 
^^ I agree. Do not use a used trashcan. You never know what somebody has put in it, I would not even use my own used trash can.
