PVC pipes-PVC cement. Wait 24 hours to completely cure.
Decors-Aquarium purpose silicon sealant. Make sure you are using one specially designed for aquarium! Anything else will kill your fish especially ones treated against mildew.

I agree w/ Lupin. I glued some rocks together in my aquarium w/ that aquarium sealant that they sell at PetSmart.
