Aqueon 100 W Heater problem, Broken?

I have a 100 W aqueon aquarium heater and it got submerged fully underwater and doesn't seem to heat up... at all anymore, is it broken is there anyway to fix it? Does it need to dry out or something or did I short circut it... There is a dotted line that says do not get wet past this line or something and silly me didn't notice it and submerged the whole thing. Do I have to just buy a whole new heater...?

I would buy a whole new heater. Try a stealth, they're not glass, and they have been the most reliable I've ever used. They are also fully sumbersible.........
