Aqueon Pro heater question

I was given an aqueon pro heater, it looks like the "plastic cover" maybe wearing off or it is just really dirty, it appears like it may be a little rusty.

Does anyone know if it is safe? Is it like a titanium heater underneath? Perhaps I just sand off any rust and it is fine? Or is it no good / electrical hazard?

For safety caution I would clean it up then put it in a bucket and power it up to see if its still function.
 
Yeah I was thinking about trying that, or maybe taking very light sand paper to the brown gunk which I believe is rust. Then try to convince a friend to touch the water in the bucket. ha
