are asian arowana allowed?

I see them advertised for sale in California via the internet. Are they okay as long as they have paperwork and chips or still not?

Asian arowana are listed under Appendix I of CITES. In the U.S., Asian arowanas are separately regulated under the federal Endangered Species Act and are illegal even if you have all of the necessary CITES paperwork.

CITES allows it, U.S. customs does not, even Cites permits are limited to research or public aquaria. At least for sp. formosa

Is that only asian arowana? I see a lot of arowana for sale in L.A.
I can't seem to find a decent fish store in the area and nearly all of them stock FH and arowana.
