Does this mean dogs are illegal there? It says animals capable of killing or seriously injuring people are illegal. Im just wondering.

Although i'm not from the US, i some how doubt dogs would count??? maybe a really large or extremely aggressive breed of dog, but i can't seem them banning dogs such as the pekinese etc...

According to the city of Des Moines website.......

" All dogs and cats 6 months old and over must be licensed."

You just need to follow all of their rules.
