Might be shell rot...What do you feed it and what kind of lighting does it get?
 
I feed them with dried shrimps and stick food and they get some sun light in the morning.

That sounds pretty good providing you are using good quality sticks.I suspect they might be lacking in vitamins or something in order for the shell to look like that.Hopefully other turtle keepers will chime in.

Can i treat this ill?
I believe so but you must first find out exactly what it is....keep up the basking in plenty of sunlight in the meantime.
 
Are you using uvb lights or supplementing the diet with vitamin d?
 
Looks like it's shedding scutes. Is there any pitting? Water quality is extremely important. They can develop fungal infections that are difficult to get rid of. I have alway used sulfa blocks to treat the water especially on young turtles. It helps with the over all health and keeps fungus down. Hope this helps.
