they breath air from the surface when young, i imagine they could continue to do so.
WHEN they are YOUNG,They have external gills to help them get more oxygen from getting eaten in the wild while swimming up,when they grow bigger,and the water has depleted oxygen(i believe),The external gill drops and they swim up to get air
all bichirs need to breathe atmospheric air and if it was unable to reach the surface would die.young attain external gills which can vary in time how long they stay, they usually loose them before 10cm but have been seen up to 20cm.fish in poorer water conditions loose there external gills quicker and are forced to make use of their lung for respiration.in a power failure the bichirs would be just fine and are very hardy species and can live in poor water and low oxygen conditions quite happily
