Are Rays Legal in Florida???

I've been reading that FW Rays are illegal in Florida and alot of people I know own Rays here in Florida, What's up with that??? Are certain Rays legal here or do my friends have them here illegally?
 
Freshwater Ray's are conditionally restricted in Florida except for the Atlantic Stingray (Dasyatis sabina) you can not keep them as pets. Many people have them I know, but they really should have the proper permits/Licenses.

The atlantic rays are also in freshwater, however they produce a much larger amount of ammonia in making up for the osmotic differances. They are very common in the St. Johns River.
