I'm not sure. I've often wondered the same thing about asian arowanas. The Shedd aquarium in Chicago has one.

They can be kept with speacial permits that can only be acquired if you are an institution or are researching the said animal in question.

You could probably get a permit for just about any animal, but you would have to show good reason.

but to qualify you'll need to be a licensed reasearch facility to qualify as an educational facility you'll need to be open to the public at regular hours and you'll need at a minimum state inspections and permits for which you'll pay the bill for
