Are stealth heaters safe....

I know they are....I have a neighbor who says they are illegal and unsafe (electric shock hazard) I cant find any "printable" proof so he can sleep at night. He is constantly staring at it and telling me I'm a daredevil for sticking my arm in it (the electric tank...lol) he is a 65 year old retired discus breeder. I told him they are common play and fully submersible and safe (stealth) Any one with a link, or as eloquent on this subject as oddball is with ....well everything....lol....PLEASE HELP!!!!!

I've been using them for the past year and I've never been shocked. I like them a lot.

I don't have any packages and the word stealth is way to general for any thing fish related.....every time i put stealth aquarium heaters....it is a bunch of mumbo jumbo, and nothing pertinent to my inquiry.
