This depends upon how cold your winters are (what zone you are in). Most non-tropical pond plants will survive near-freezing winters.

A couple of hardy plants that I've had good experience with surviving the winter: -Parrots Feather -Hardy Water Lilies -Cannas -Anacharis -Hornwort -Iris
