Are there any small lungfish species or relatives that don't break the 2 foot mark?

Yes, there is a single lungfish species that stays around 24", but unfortunately it's pretty rare. That particular lungfish is the gilled african lungfish, Protopterus amphibius, which gets to be about 24" long.

Oops, I forgot to mention that part; they're usually pretty expensive because of their rarity.
