Are these heaters sufficent?

I'm looking at getting 2 of the 300w http://www.aquaticeco.com/subcategories/693/Titanium-Heaters/jh300/0


These will be going in my sump that will be in the basement were the temp could drop to 60degrees. will these be sufficient for a 210 tank? The tank will be about 8ft above the sump on the first floor.

yes, but insulate the sumps too

5 watts per gallon is rated at raising/maintaining the temperature of the water at 10 degrees above room temperature. If you are shooting for roughly 70 degrees in a 60 degree room, you should be fine with 600 watts.
* Now remember, if the room is fairly well insulated or has little air exchange, the tank will eventually heat up the air around it... and so the heaters won't have to struggle against a 60 degree room. SO, barring AC or an open window, you will likely be fine in the long run.
