Are These Leds Sufficient?

Fixture is a 38watt/3900 lumen beamsmark led, 174 leds at 0.2 watts per led. 162 white 6500K leds and 12 blue moonlight leds. Fixture covers whole tank length and tank is 18" deep. Plants they will need to be able to support include aponogeton ulvaceus, miscellanious echinodorus, vallisneria gigantea, java fern, anubias, guppy grass, tiger lotus, lots of duckweed, watersprite, moss balls, cryptocoryne wendtii, etc... plants are all complety established and rooted for years and are used to 130watts of compact fluorescent. They did fine with 130 watts of cf at 10000K.
 
I would like to know this as well, I am looking at LEDs and these seem like a decent cheap option.
 
No, I have these lights but the 18" and the output isn't very good. They arnt the best LED's.
