Are walking catfish legal in USA?

Are walking catfish legal in some states of United States except Florida?
 
Even though some shops might sell them, not legal anywhere to my understanding...
 
Realy Anywhere? b/c I saw TWO of them this weekend in a little shop. All nasty and piebald looking. (well white black and brown.)
 
Never mind, i found out its illegal to own walking catfish without federal permit, just like snakehead.
