ARO AGGRESSION?

I have never kept aros together. My question is i have 2 18-20 inch silvers in my 396 gallon tank. The bigger of the two tends to bite at the anal fin of the smaller one. Is this a sign of aggression or could it be something else? I have kept silvers by themselves before but i haven't had a big enough tank to keep a couple. Thanks in advance for your response.
 
I haven't personally kept more then one aro at a time, but from what I've read you want like 5 or more (i'd say no less then 3 from experience with other agro fish) to spread out aggression. Silvers are known to be territorial towards their own species and having several will help disperse the aggression and lesson the sense of owned territory.
 
it is agression...you need to ad at least one more, IMO.
