What would be a good asking price for a 11"-12" silver aro that is only eating pellets? He has 1 drop eye but other than that hes fine.

A fish like that is not worth much due to the drop eye. The pellet thing is a bonus. 20-30$?

Ok thanks so would 25$ sound fair? Also the guy at my lfs said that you can fix it by cutting the top of the eye with a blade to remove the fat, is this true?

I have seen this operation on YouTube however there is risk of loosing the fish I should imagine

Price drops significantley....In san Francisco, a 12 inch silver arowana costs Between $100-200..........One with with drop eye would retail for $40-75.........

So would 25$ be a fair price in LA cali?

$25 sounds WAY fair........As for cutting the eye to up lift the eye ball, NO do not try it.......You can float a ping pong ball to help train the eyes to focus more on the top level........Funny but true.........
