Welcome aboard
You need to make 5 post I believe to post a video but from what you have described the Arowana jaw may be misaligned and Aro is trying to correct it.

Also possible for a fish to get stuck and Aro is moving it around.

Do you only feed it goldfish or anything else? Goldfish don’t give them the nutrients they need. This doesn’t have anything to do with its mouth movements but I’m just wondering

If Aro is not breathing hard that's normal. It's possible it's still has the Goldfish in its mouth.
