Arowana question....

he have an Australian arowana in a 75 gal. tank... we had him for about 4 years but still is only about 15 inches..is this normal for Australian aros or is there a reason/s for him being short?he has no tankmates except for a common pleco..
 
No not normal, your aro is stunted. This happens with most any fish when they are kept in unsatisfactory water conditions.

Is it purely poor water conditions, or does cramped tank space cause it as well? (Of course I am aware fish do not grow to what size tank they are in).

Your tank is too small for it's growth rate, and the bio-load it produces is likely making the small water quantity unsatisfactory as well, which will further stunt it.

X2. What is your water change and feeding schedule like?
 
you have pics? i think my silver is just a slow grower, but im not sure if the previous owner stunted him.

Generally a small tank leads or contributes to the poor water quality. If you were willing to do what it takes, big fish can be grown out in small tanks. Definitely not recommended though.
