Arowana Tank In Trouble

never seen that so i couldnt really give any help but it dosnt look good
 
Hey, I have no idea what that is, and I have never kept arowanas - but, if you are able to I would move any and all fish in that tank to a different tank or something and then drain and thoroughly clean the infected tank. I had a buddy who had a ray tank that had something mysterious growing on a side of the tank. It did not look like what you have, but he quickly started having problems. The only way he fixed it was to drain and clean the tank, basically starting from scratch.

One last note, which is pretty obvious, is to watch your fish in the holding tank just to make sure there is no change in behavior or anything else.

looks like a fungus but can't imagine there's food for a fungus in there, unless there's organics in the filter outputs. Are you filtering with home-made carbon? I'd ask about peat but the water is clear.
Can you get a tighter photo? It might also be hydra.
 
pretty delicate issue as your aro is still young, any closer view of those stuff?
try turning it off your filter to see whether the things move around cause it might just be slime from the angle of the video.
