does this mean we can put fish into a man made water body that doesn't have contact with natural bodies of water?
 
No it doesn't. Any fish that you have in your home aquarium should never be released, period. This would include native species that you took from the wild as there is the potential for disease transmission from your tank to wildlife. If you can't find an appropriate new home for an unwanted fish, please euthanize it.

If it belongs entirely to you, then it's a possibility depending on your state laws.
 
Do not release fish into ANY PUBLIC water whatever if its natural or manmade.
