It is not legal in the US to own, buy, or sell an asian arowana, scleropages formosus, nor the three new redesignations of this species. The microchip is required by CITES, and is a way to prove that the fish in question was captive bred, as long as it is accompanied by the matching certification.

THis is a huge read.. But clearly if someone is trying to sell you one They are breaking Federal law. Micro chip or no.. and that is only legal in countries other than USA.. The micro chip is for monitoring farm bred aros, and their lawful distribution.. Does not apply to the USA.
The micro chip is more for the asians so THEY know the fish was captive bred. The Americans don't care either way. So the answer to ALL your questions is a resounding NO.
