I recently met someone who has a RTG in California, I didin't see the fish but my a mutual friend has seen it. The owner told me he got it from someone locally in Los Angeles, and claimed that some lady breeds them and sells them w/ a CITES certificate. This is impossible right???

hmm.... owning asia aro I still will believe... but if you're telling me the lady able to breed them herself and come with CITES certificate?.... Very doubtful...

Yep, unless the Asian arowana in question can be proven to have originated from a U.S. captive breeding effort that predated the 1976 Endangered Species Act listing, it is regulated under the Endangered Species Act. The CITES certificate only gets you by the Lacey Act, not the ESA.
