Are they possible to get here in the U.S. more specifically southern California? If so, where is a good place to start looking? Do they do well with tankmates?

Possible... but I wouldn't recommend it. It's not worth the trouble. Just stick with the aussie aros if you like that body shape. I personally prefer silvers/blacks though.
 
How much are we talking about for a relatively inexpensive arow in SoCal? Couple hundred dollars?

For an asian it will cost you several thousand dollars, possibly some time behind bars, the loss of the fish, and some valuable time with a F&G officer if you are unlucky. They are not legal to keep. Stick to the aussies, afros or SAs.
