Somewhere
I know there's lots of threads going around on Atlantic Rays. But I have a few questions.

1.) Can a Atlantic Ray live in Brackish to High Brackish with no problems?

2.) What are some tank mates I can have with rays? Gar? Datnoid?

3.) Can I do a bare bottom tank with them or should I have sand?

4.) This tank is going to be over 180gl. Haven't decided yet.... And Heavily Filtered.

YES

Gar and Dat's are typically non-problematic
3.) Can I do a bare bottom tank with them or should I have sand?
No matter, it will help to have a CC type sand to help buffer your water though
4.) This tank is going to be over 180gl. Haven't decided yet.... And Heavily Filtered.
This is not a question... :)

good luck

Does anyone know where I can get black Sand?

YES much better for them the produse less waste

Not if your tank is gonna be breackish... look into brackish fish
3.) Can I do a bare bottom tank with them or should I have sand?
Personal choice i prefer barebottom easier maintence

large sump and a good large canister and you should be good

Can I have a Mbu puffer?
A F/W Lionfish?
Needle Nose Fish?
F/W Flounder?

Go with Caribsea Torpedo Beach sand. It doesn't compact and hold waste. It's pretty much maintenance free.
