Atman cf 2400 HELP!!!

I got a couple atman cf 2400 a few months ago and have never been able to get any of them to work. Does anyone have this filter up and running, or have experience with atman canisters? I put both the in and out hoses into the water and press the pumping button until the atman fills with water. I then plug the filter in and can hear the motor running but the filter has difficulty pushing water out and back into the tank. After it fills up with water it just sits there and keeps running but the water will stop at the halfway point of the out hose.
Does anyone know how i can fix this problem??

that happens sometimes with my Eheim 2028 pro 2, to fix it and get the water running again, i juts give the out take a big suck. i remove the sprayer bar of course. i do this as the filter is on, on occasion i will get a blast of water in the mouth.
