Hey Britany :) I'm no legal expert, but I think I understand that shipping axolotls across international lines requires a lot of paperwork...CITES documentation and more.
Here in the USA, some states allow axolotls and some do not...it may be the same in Canada. You're speaking here of the Mexican Axolotl Ambystoma mexicanum. There is another species of neotenic salamander called Ambystoma andersoni . They're pretty much the same as axolotls...if you do a search for pics, you'll see.
I found some 2010 Ambystoma andersoni for sale in Canada on the
caudata.org site. There is also an axolotl.org site. Since you have an interest, I'd imagine that you are already aware of these sites...if you're not....now you are ;) You'll like what you find.
The Canada A. andersoni that I mentioned are on this page :
http://www.caudata.org/forum/f49-advertisements-newts-salamanders/f50-sale-give-away-trade/

You'll want to scroll down and click on FS: International in order to find this recent Canada ad. A. andersoni cost a good bit more than A.mexicanum, but with luck, searching those sites may turn up some A. mexicanum in your country...perhaps even in your area!
Good Luck, Britany! Keep us posted...let us know what happens. :)

Thanks for the luck! looks like it may have paid off :) Ive gotten a few good tips on where else to look.

I am aware of the andersoni available in BC but have heard from alot of people that they tend to undergo metamorpgosis at a higher rate then the Mexicanum.

I will keep everyone updated and HOPEFULLY be able to post some pictures in the near future.

Britany
