Baby Jags can't swim well

I got four baby jags 15 days ago. They are about 2 to 3 cm. The problem is while two of them swims normally like a healthy fish, the other two smaller ones tend to stay at the bottom most of the time. They seem to have a hard time to reach to surface and keep at any height. They seem to grow slower or don't grow at all. I got them from a near city and they were in a plastic bag for 3 hours in the bus. May this be the reason? Can they recover?
 
They're only an icnh. Just give 'em some time and feed them well. Might be a weak batch, and some might suffer from early swim bladder probs.

I think this is the problem. But I don't know if it happened while moving them or before moving them. And I didn't see any improvement since then. So my final question is, can these two get well?
 
do a small water change, add some aquarium salt (one teaspoon per 5 gallons), raise the temperature to about 82F, and cut back on your feeding for a few days. add some melafix if you want aswell
 
During the early stages of fry life, the fry have only got a small window of oppurtunity in which to gulp in air to inflate thier swim bladder. If this is not done (Only in rare cases), the fish may suffer from permanent swim bladder problems.
