bacteria bloom?

ok i just started up my new tank about 3 weeks ago and the water is a little cloudy. its a 60 gallon tank with one solo red devil about 4 inches with an ac110. i also added already cycled bio media from my xp3 to my ac110 when i added the filter. i ran out of water test kits about 3 weeks ago so i haven't checked the water parameters. if this is a bacteria bloom how should i treat it?

i have been doing 50% water changes, should i lower it down to 25% ?

please help with any answers thx.

I have a tank that is doing the same thing. It is really cloudy and all the parameters in the tank are perfect. I added media from a cycled tank, added bio spira and it was doing well for 2 weeks. It suddenly started to cloud and I have done water changes and it helps for about an hour.
