bacteria bloom?

i have a 40 gallon breeder and it suddenly got super cloudy.
what should i do?
it is overstocked but until 2 days ago it was perfectly fine.
all the parameters are fine

do a water change and try to get the water less cloudy and/or dont feed as much.
