bacteria or fungus?

my FH has been lying on the side for almost a year since he bang his head on the glass, but hes still happy eating so i decided to keep him. he can swim but will fall back to the side and that has been making him has this issue with his fins and body its like some bacteria or fungus? would like to know what is the best medication to cure this issue?

Water is good i have tested it. just need recommendation for medications, and is this a bacteria or fungus ?

I’d guess bacterial b/w the two. How long has that spot near its head been there? Hard to make much of the fins. Look torn. I’d try some methylene blue (use a qtip to the area) to the area and triple sulfa if it just recently started. Keep nitrates below 20ppm.
