Any species of bass under 15" that I could get in nj?
 
Ambloplites rupestris or the rock bass. Its in the sunfish family but closely resembles a small mouth bass. Grows 6-10inches

I know that DE has rock bass. I'm hoping to get one or so this summer for my tank

If you have a hard time catching one during the day, then give it a try at night, you'll catch a bunch. When I night bass fish I catch a ton and they are hoggy little bastard too.
 
How about coosa bass
 
Coosa bass and Guadelupe bass are both small, but you would need to check the legality of keeping them in your state.
