I'm pretty sure mother nature made bat rays the way they are.

Unfortunately some really horrible dealers actually do surgically try to make Bat rays but the ones you see on here are genetic phenomenons. The Rays are just not fully formed during the gestation process. This most likely occurs in the wild sometimes too but those Rays would never survive due to the handicap it has making it harder to eat and trap prey.
