Wash it real good then dry it in the sun. That should be good enough to kill any living organism in it. Then before putting it in the tank wash it one more time to make sure you get all the salt out.

Get river sand, but if you don't know where to get river sand; then beach sand is ok also. Just remember to "boil the sand" to remove microrganisms and reduce the ph level of the sand. I boiled mine 3x.
I think it sounds great to use beach sand! lol but remember to wash it in hot/boiling water a few times to remove some bacteria and some infestations of insects and microorganisms and some chemicals left from human waste dump from like beer and such
