Would cat litter be safe for bearded dragon substrate so his poop wont smell? Or safer with sand? Note: I feed him out side cage so do not need to worry about impaction.

I would not use cat litter just in case. I dont know what kind of chemicals they use to suppress the smell but it is probably some kind of coaltar which is toxic to anything cold blooded.
