I believe one male is ok in a 55 gallon. Yes they are active swimmers, but they don't need a 6 foot tank. 55, 75 and 90 are all 4 foot tanks. Most peacocks are 4-5 inches and the added depth wont make that much difference in its swimming. If you have more than one male yes a 6 foot tank is useful/necessary for territory. For a male and a female or two 55 is good for breeding.
 
As peacock are fairly small, around 4 inch, and as the general rule with malawis is to keep more, to dilute aggression, then Im sure 15 would be fine.
When you say a 55g, I assume you mean a 48x18x18 tank?

Males and females are quite distinctive when mature, but when young they can look very similar.
Generally males are colourful, and the females are quite drab looking.
 
You could probably keep 10+, but you will want to do different color forms to reduce conspecific aggression. Do either all males or two groups of different looking genuses unless you want a mess of hybridization. (eg: 1 quad each of A. stuargranti "Ngara" with a red A. jacobfreibergi would be ok in a 55).

Avoid smaller, more timid dwarf species as they will not color up.
 
If you dont want to breed them then an all male tank is the way to go. Males are much more colorful and the dominate ones usually start showing their color at about 2-3in (4-6 months)depending on the type. You could keep up to 5 or 6 if you have real good filtration.
If you want to breed then do a species tank with one male and 5-6 females. If you dont they will definately crossbreed.
Males have color, females are grayish or brown with a hint of color on their Dorsal and behind the gill plates. The color on the females for the most part is minimal.
