beneficial bacteria pot scrubbies starting to understand

Ok so I'm finally starting to understand some of this bacteria filtration and power filtration. but dont the pot scrubbies have to have air for it to work?, will this situation work in a canister filter where there is little or no air just water?????????????? In a sump there is air too but will this idea work in a power filter like FX5?
 
the air in the water is all it needs.
 
The beneficial bacteria(BB) will get it's oxygen from the water. In a wet/dry setup the scrubbies work well because the can expose a large area with a film of water on it to oxygen. This is possible because of the open areas within the scrubbie. In a submerged setup these areas are filled with water, water which is not in contact with the BB. So using scubbies in canisters creates a sitsuation for bypass, plus per volume the scrubbies have far less surface area when compared to Biomax, ehfisustrat, or even matrix.

In a Fx5 there is alot of volume so using scrubbies would probably work fine, but in a smaller canister why would you trust your fish on media that you saved a couple bucks on?
 
Ok, so If I want to use pot scrubbies for a trial do I put them on the bottom basket of my FX5? or put them in two baskets with filter floss in one basket? Can some people recommend a setup for me, would like numerous opinions, thank you.
