Best Filter for 29G?

i have a 29 gallon tank set up as a small grow out/quarentine tank and its up and running but its cloudy, i dnt know if the filters are doing the job or now, anyone reccomend a good filter for a 29g?
i have a whisper 30 on it now with a a seperatepower head with sponge filter in other corner

Depending on what the stock of the tank is, I'd recommend an aqua clear HOB filter. They're wonderful. Just wonderful.
