I use 2W per gallon to keep a tank no more than 15*F warmer than the air temp...
In the winter my home doesn't get below 65*F... and my tanks stay around 80*F...
So I would suggest a 200W heater...
I first tried Visi Therm's Stealth heaters when they first came out (5+ years ago) and since then they have become the only heater I use. I own over a dozen of them and several of them are 5+ years old...
As for filters... there are far to many variables to consider to give rational suggestions only knowing the gallonage of the tank...
Back to heaters... using to large of a heater will cause the heater to turn itself on/off far more frequently... which will wear out the electronics that control the on/off function... and amazingly, this is the aspect of a heater that most frequently fails...
