Best fluke bait in a bay?

Im goin out on a party boat in the AC bay. They provide you with cut up fish and crap like that, but are there other baits that will catch bigger or more fish? I was going to buy squid strips and was thnking about sand eels?

Any suggestions to catch more and bigger fish?

iv always done a strip of squid and a live minnow

The best Fluke bait is a small fish... live or dead... with a strip of Squid.

Buy some squid and get some sabiki rigs. Catch live bait while on the boat with the rigs.
