I'm setting up my W/D to be in my basement and it will be pumping up to to the 210 tank that sits above on the 1st floor about 13ft.

I'm using an external pump. Where is the best place to put the pump in reference to the W/D. Next to it, below it, above it.

thanks

Typically you'll want to have it beside it. You'll have less bends and pipe to worry about.

Now what about if the pump shuts off. Won't the water drain in to the sump, then the pump turns back on? If there is no water in the return line will the pump be able to push that water up. Or will it need to be primed first?

Depends on the pumps rating. It should be able to start up again ot its own. But yea, if the power goes out, the pump will syphon water into your sump, and it will continue to do so until it sucks all the water above the return tube in the tank unless you plan for it. Ive never done my own DIY, so Im not the best person to give advice, but I hear if you drill a hole in a specific spot it will break the syphon and it wont leak water all over the place. Best get some advice from someone else though

With the pump beside or below the sump, the pump will stay primed from the water pressure of the sump.

The 'spot' gonnelro is referring to is just below the lowest water level in the aquarium in the return line (you should have them in the over flow also (four 1/8" or two 1/4" 180* apart)). This is called an anti-syphon hole. Just make sure the sump can handle that much water from the tank and the piping should something go sideways.

What pump are you going to be using?

right below the waterline on your you output to the tank.

So I would drill a hole in the return line below the water line that goes from the W/D to the pump?

No, you would drill a small hole in the return line that's in your tank (the line from the pump to the tank). That way it cant siphon too much water through the return if the pump fails. With that pump it'll be fine if it's on the floor beside your sump.

Sorry I should have said,

Right below the waterline on your output "in" the tank.
