In a 20 you'd essentially have to go with something small as joe jaskot said cardinals or neons would probably be your best bet.

The best option is a shoal of 20 rasbora harlequin Rasbora heteromorpha for me. They make a compact shoal and are lesser sensitive than cardinals. Greetings.
