Best Substrate???

I currently have 4 snakheads and a small shingle substrate i want to change it as the fish waste just sinks to the bottom and gravel cleaning is a nightmare as snakeheads dont like water changes to often, whats the best fine substrate that doesnt kick up when the fish dart etc,

Dont really want to use sand because ive heard it can ruin filter impellers
