Best ways to fix acquarium hood

Hey everone. I was trying to fix a hood for one of my friends and was unsuccessful. I took the hood apart and looked for a moisture as I have seen this being a problem before. I rotated the bulb around and only got maybe 20% illumination. The hood and bulb are maybe 8 months old. I tried a new bulb as well and got the same illumination. The bulbs are fluroscents, t-8's. Any ideas? Thank you
