Betta with fin rot, suggestions?

Ok, so I have two bettas in 1 gallon tanks. One of which has mild fin rot. Both tanks have little diy sponge filters and I do weekly wc's and don't overfeed. Why would only one of my guys be getting fin rot, is he just less hardy. I handle each take exactly the same. Any suggestions, or reasons why this would occur. I put a pinch of salt in each tank as well. I'm just stumped, they're both healthy and active.
 
Make sure the temp is between 80 - 82degrees F.
Pinch of aquarium salt is good.
Fifty% water change every 3 days slowly. (use stress coat)
Use betta revive. Lower water if necessary.

Highest protein food use can get.
Blood worms work great.
The pelvic fins will sometimes drop off.
But that's not a problem.
And if they are below 75 degrees,
Some are subject to clamped fins.

Thank you sir, I'll try to find some betta revive, and a better food is something I'd like to work on, right now I have some off brand.
