Better hatch rates for bbs for fry

I bought 90% hatchrate Baby brine shrimp eggs but only get about 50% to hatch. I was wondering if anyone knew what i was doing wrong? The eggs are premixed with salt and I put 1/2 a teaspoon of the premixed eggs and salt into 250ml of waters. Any suggestions on how to get better hatch rates??
 
I think i am actually using too much water. The guy i bought them from suggests 1 tablespoon of mix per liter. So i should be using 1/6 a liter for 1/2 a teaspoon but it just seems like to little of water. I am just going to add extra salt for now on. Can i use table salt? I have some mortons anticaking agent salt, can i use this? I read you need rock salt, where can i get that at for cheap?
 
What water temp? Distilled water or tap water? How old are the eggs? How are they packed? What the salinity level?
 
water temp is room temp at around 72 degrees, using aged tap water. The eggs i have had for a few months but have had them in a plastic container and ziplocked in a platic bag and put in the refrigerator. I have no idea what the salinity level, they are premixed eggs with salt so I am just going with the instructions he gave me. Wish they werent premixed anymore!
 
To get a better hatch rate out of your brine shrimp eggs, add a little bit of bleach to your mix. The bleach will help soften the shells which will improve the hatch rate.
