That only gives you about 10 gallons give or take if you can even fill it up 4" deep. I would not recommend this as a permanent home for polys but if it were an emergency or transport purpose then maybe.
 
What size tank do you currently have? Sens usually max out at 8-10" and even smaller if you get an albino. There is the freak instance of maybe up to 1 ft but very rarely ever seen.

It is 32”x18”x7” so it’ll be able to get air easily and it has a tight fitting lid, it’s actually a bin tho, it’ll equal about 10 gallons or so but frequent water changes would be helpful, if I am able to get this (if my parents allow it) I’ll get a FLUVAL canister filter for it
 
Why not just get a 29 gallon fish tank with an hob filter? A concern with such a shallow bin is where to put the heater? Fish will likely burn itself at some point since it will be horizontal. Also not the greatest for viewing your pet.
 
Because my parents would never let me get another 29 gallon and for a heater I guess I could put it behind rocks. Would a 20 long work? A 29 gallon has similar dimensions and I could still view the bichir from a bin
 
There is so much more possibly that could go wrong with a plastic bin then a tank. They won't let you get another tank why? But they would let you get a plastic bin full of water? Something doesn't sound right there. I'm thinking they will say no to both. Maybe if you take your time and come up with a good explanation and plan to achieve what you are trying to do they'd be more open to you getting a real tank like say a 55 or 75. That is what I did at your age. All though my mom was and had been into fish tanks most of her life. I had a paper route and i mowed lawns i worked on the wekends cleaning the parking lot of my moms work and I got the money to buy what I needed myself and knew what fish I wanted and went to talk to my mom about it and she agreed. In fact I had not accounted for the noise and it was in my bed room, she gave me a hard time but we put it in one of the main rooms in the house. I was able to show her I was 1 rational. 2 dedicated to the well being of the animals. 3 able to have an adult conversation with her about it. 4 able to monitarily take care of this obligation. I think all those things helped. I guess it's possible your parents may not like fish tanks also. I know you are excited right now but is your idea the best idea for the animal? Alot of us have been there and really it doesn't get easier as you grow up well unless you dont get married. Thats like having to deal with parents again. Good luck.
