Nope. Might be fine for a while but both those species have potential to get huge.

A 2' ray that's over 3' long looks small in a tank 4' wide. Flowers have crazy long tails.

That would work for many years. Very high chance Flower would not make it with Leos unless it has been in captivity for awile. Very few keepers that are able to make that work long term.

will work for a good long time but if u plan on keeping them forever... no. ur going to be looking at indoor ponds n such.. but ur good for now

I would say it's big enough 4 width is good enough and the length you have there gives them plenty of swimming space. There are people with a lot smaller tanks than that.
